Middle link specialists' Training for the sphere of regional social welfare: problems and perspectives

The article treats an important tendency of educational modernization, i. e. the training of highly-skilled middle-link specialists; basic directions of young specialists' activities in the field of regional social welfare are outlined as well. The characteristic of secondary vocational training institutions in the Penza region, where since the XIX century up to the present time training for the branches of public health, culture and education has been carried out, is outlined. Particular attention is given to the dynamics of changes in the culture vocational training determined by negative phenomena in socio-economic and demographic spheres of the region, particularly in the rural locality.
