The article notes conditions of application of expert systems and decision support systems when analyzing problems existing in informal subject areas. The definition given in the article shows the relationship between the reliability and safety of an electrical installation, and risk-forming factors. It formulates problem of developing fuzzy logical-linguistic model with algorithm for assessing and predicting the reliability and safety of electrical installations under conditions of uncertainty. The article gives description of the concept of multi-criteria optimization of anthropogenic risk of an electrical installation. It outlines principles of constructing a human-machine system «Man-Electrical Installation-Environment», based on the production rules of fuzzy logic. Various options of the process of electrical installation operation are specified as a result of the negative influence of risk-creating factors. The authors mark main advantages of applying the theory of fuzzy sets for effective management of anthropogenic risks.
