The concept and signs of local legal acts: general theoretical analysis

The article is devoted to the study of controversial issues about the legal nature of local acts and the circle of persons to whom they apply. The authors suggest recognizing a legal entity as a subject of local acts. It is established that local acts can be attributed to normative legal acts and are sources of law. Attention is drawn to a number of specific features of local acts that make it possible to distinguish them into an independent group among regulatory legal acts. The authors come to the conclusion that it is necessary to establish a regulatory procedure for the adoption, publication and entry into force of local acts.
