The article discusses the functioning of clusters. Factors affecting the success of a cluster are given, potential benefits from using industrial-innovative clusters are identified, types of synergies and sources of synergistic effect are explored, cluster advantages are analyzed from the point of view of enterprises and government agencies, and the benefits of using the cluster approach are systematized. Conclusions about the competitiveness of this structure are formulated.
