Improving regional development efficiency under sanctions by improving public procurement tools

This article examines the potential of public procurement as a regional development tool under sanctions and a special military operation. It analyzes the current state and challenges of the contract system, identifies imbalances in the distribution of procurement resources between regions, and assesses the impact of sanctions on the transformation of procurement policy. Particular attention is paid to the potential for stimulating import substitution, supporting small and medium-sized businesses in the regions, and developing technological sovereignty through public procurement mechanisms. It also proposes ways to improve procurement tools to enhance the efficiency of the regional economy.
