Legal regime of state information systems in higher education

Introduction of state information systems in higher education makes it possible to manage educational processes, effectively provide educational services and develop professional competencies, and create a unified system of continuous education for teachers and students. State information systems (SIS) act as an object of complex legal relations, for each of which many legal acts are adopted that establish the boundaries of proper and possible behavior of subjects. An important direction of the SIS legal regime is the transition to the use of digital educational platforms in higher education, which are used as innovative platforms and operational technologies that allow the creation of university ecosystems, including educational content, a communication module for interaction between participants, and tools for conducting scientific research. The necessity of forming a special regime of interaction is substantiated, in which the legal status of the ecosystem of universities and the regime of legal regulation are determined.
