The article deals with the problems of teaching foreign languages at university. Despite the fact, that they are an integral part of the federal standards, the competences and skills that should be developed are not clear. Moreover, there are no instruments to achieve the competency levels, prescribed by standards. This influences the quality of teaching as well as the academic mobility.
