Priority Areas for the Development of Social Entrepreneurship in the Sports Industry: Systematization of Scientific Approaches, Open Data, and Support Practices

The article substantiates the priority areas for the development of social entrepreneurship in the sports industry based on the systematization of scientific approaches, a content analysis of strategic planning documents, and a comparative analysis of open statistical data. The methodological framework combines a scoping review with the processing of data from the Unified Register of Small and Medium-Sized Enterprises (SMEs) of the Federal Tax Service and the 2024 consolidated analytical reports of the Unified Methodological Information Resource of the Ministry of Sports of the Russian Federation across seven constituent entities of the Russian Federation. A criteria matrix has been developed to select these areas based on the parameters of social targeting, scalability, financial sustainability, institutional compatibility, and measurability of impact. The study refines a conceptual model that links environmental factors, resources and stakeholders, entrepreneurial mechanisms, development directions, outcomes, and assessment indicators. Five priority areas are substantiated: adaptive and inclusive sports services; regional acceleration of sports-related social projects; hybrid financing and social return on investment (SROI) assessment; digital services for access to sports infrastructure; and educational and preventive sports content.
