The issue of availability of education in the modern Russia

The article deals with the analysis of the concept “availability of education” that is connected with the democratic principle of the equality of the members of the society in getting education, it means its availability independently of the social state, sex, national and religious belonging. There is emphasized that the concept of availability is currently being added by the concept of the qualitative education, its training is conditional on the social, cultural and subjective factors.
