The author draws our attention to the potential of historical and pedagogical heritage of Russia and Germany of the end of the 19th - beginning of the 20th century which deals with the students' creative activity development in the pedagogical theory and practice of both countries; the author points out the conditions of the students' creative activity development as a pedagogical problem in the theory and practice of Pedagogics in Russia and Germany at the end of 19th - early 20th century; the essential characteristics of the concepts «creativity» and «creative activity» are mentioned in the article; the author describes the process of evolution of ideas connected with the students' creative activity in Russian and German educational theory and practice at the end of the 19th - beginning of the 20th century.
