Problems of compulsory licensing of foreign content in the Russian Federation and its separation from piracy

In Russia, quite often there are disputes and disagreements around the licensing of foreign content. One of the main reasons for this is compulsory licensing, when copyright holders are forced to sell their rights to use content in Russia without their consent. This practice causes a lot of controversy, since compulsory licensing is not the equivalent of piracy and has a negative impact on the development of the cultural and entertainment industry in Russia. In this article we will look at the main problems of compulsory licensing of foreign content in the Russian Federation and explain the difference between this practice and piracy.
