Problems of implementation of the state program "Social support of citizens"

The problem of programming social protection of citizens is becoming urgent in the modern period of the beginning of the economic downturn, exacerbated by the CoViD-19 pandemic. Social programs that are able to provide an appropriate: adequate and timely response of the state in the form of measures of social support for a particular group of the population in a situation of deterioration of the economic or epidemic situation are becoming necessary. The programming of social protection of the population also becomes relevant taking into account the probabilities and conditions of the introduction of certain economic sanctions against the branches of the Russian economy, economic complexes or individual economic entities. The article proposes a number of changes to the State Program "Social Support for Citizens" and social security legislation, in particular: in relation to the legal status of a labor veteran, in relation to the procedure for paying regional maternity capital, in relation to the establishment of a compensation system for periods of exacerbation of the pandemic situation and the increase in social restrictions, as well as in relation to the application of the institute of social contract
