The project-based learning serves as one of the most effective tools for implementing the competency-based approach to training students in higher education institutions. The proper management of the project-based learning assumes the sequence of project stages. When the choice of the project theme is justified, project groups are formed, and the mentor is approved, there comes the project planning. The project planning operations are discussed; the criteria for defining project goals, tasks, and working hypothesis are proposed. The design requirements and the rationale for project lifespan are provided. The authors establish the principles of assigning roles to project groups and determine the procedures and criteria for project impact assessment. The scope of project-based learning stages and the project activity results are exemplified by the project to develop sea taxi service in Vladivostok.
