Project approach to the development of historical and cultural tourism of Perm region

The enterprises of the tourist and recreational complex flexibly adapt to regional markets in the conditions of integration. The stability of the development of the tourism sector in the country's regions is due to the effectiveness of the instruments for regulating the activities of specialized enterprises in combination with state support measures. The purpose of the article is to adapt the project approach to the development of historical and cultural tourism of the Perm Region. The object of the study is the cultural and historical potential of the region. The subject of the study is the characteristic of clusters with historical and cultural specialization, combined with a project approach to the development of the tourist and recreational sphere of the region. The complexity and differentiation of territorial conditions actualizes the application of a project approach that combines clusters with tourist and recreational specialization. The advantages in this case are the offer with high value characteristics for consumers and the spatial development of territories. The complex effect allows combining various tourist and recreational specialization and attracting effective demand. This article is devoted to theoretical and methodological problems and prerequisites for the development of historical and cultural tourism in the Perm Region. Some conceptual directions for the development of historical and cultural tourism in the region within the framework of the project approach and its significance for the regional economy, culture and social sphere are considered. Cultural tourism, overcoming the socio-economic and infrastructural problems of territories in Russia and in the Perm Region, in particular, is steadily gaining momentum and stimulating cooperation between administrative and entrepreneurial resources. The basis of this process is the cultural and historical heritage of the territory.
