The article substantiates the need to design a mathematical model of competence development for building a semantic core necessary to provide intelligent search of assignments for development of competences. Static and dynamic variables of the competences development process are described in detail. The authors discuss the principles of the model designing in case of the change of its parameters, and the stages of elaboration of the mathematical model of competences development. The models developed later on will be applied in the algorithms of creating software for intelligent search of assignments for development of both personal and professional competences.
