Development of general education municipal system through an indicative approach by body of authority

The author gives grounds for the applicability of an indicative approach by a municipal education body of authority in order to transfer the system development aims to high school heads and to encourage their activity. The article identifies the lines of the use of indicators to develop the general education municipal system. Logical and technological reasons for introducing indicators for the general education institutions activity are given.
