Development of nonprofit housing as a method of forming an affordable and comfortable accommodation in Saint-Petersburg

The article studies the existing schemes of providing population with the affordable and comfortable housing in St. Petersburg. The authors consider the factors impeding with development of the affordable rental housing stock and give guidelines on improvement of the housing policy in the city by creation of the nonprofit rental housing of a new type.
