Implementation of Federal state educational standards of higher education in the context of requirements of professional standards: social and cultural aspect

The aim of the article is to study the social and cultural aspect of the implementation of the Federal state educational standards of higher education of the last generation. The relevance of the study is due to the fact that the synchronization of the state educational standards with professional standards is associated with a number of changes in the processes of regulation, the formation of the structure and content of the main professional educational programs, the emergence of new subjects of these processes; changing the role, objectives and nature of the responsibility of subjects of educational activities for the results of education. The object of the study is a set of interacting subjects of design, implementation and evaluation of education in universities, the subject - social and cultural changes caused by transformations in the aggregate of subjects and goal-setting of higher education. On the basis of the scientific argument presented by the results of the analysis of the content of regulatory documentation and the first experience of the implementation of state educational standards (typical for universities of culture and arts), the article puts forward the idea of the development in the new conditions of a new level of social consciousness of the individual and the increment of spirituality of society by increasing the level of responsibility of each subject of educational activities for the quality of education results.
