The implementation of energy saving potential of the housing and communal services entities: foreign and domestic experience

The main directions of state bodies and private businesses ’ activity are formed as a result of many years of international experience, the implementation of which allows to reduce energy intensity of Housing and Communal Services industries (HCS). The article analyzes the main directions of improving the energy efficiency of such foreign countries like Japan, Sweden, Germany and the United States. It is revealed that the US experience is the most optimal one for the regions of the Southern Federal District. The authors have carried out the energy-saving policy analysis (on the example of SFD) on compliance / not-compliance to the stages of energy saving policy implementation in the United States. The reasons interfering realization of energy saving potential of the analyzed objects are established. In conclusion, recommendations on energy efficiency of the Southern Federal District regions are offered, taking into account the experience of foreign countries, particularly of the United States.
