Regional clusters in Russia as a condition for forming a smart economy

The article deals with issues of regional formation of smart economy. The prerequisites for the development of the regions of Russia were highlighted and described. An analysis of existing problems is given. Recommendations are presented to reduce the negative impact of factors impeding the development of the regional economy.
