The regional models of providing the children with health limitations and disabilities with the special educational conditions

The article deals with the special educational conditions in the process of teaching the children with the health limitations and disabilities. There is studied the quality of these conditions in three territorial clusters: the capitals, the regional centers and the small towns with the village settlements. The author reveals the general and particular regularities and defines the factors, influencing on the quality of these conditions. There is concluded about the necessity of providing the equal conditions at all the territory of the country.
