Retrospective analysis of concepts and mechanisms for managing education development in the context of evaluation

The paper presents an analysis of conceptual framework for reforms and changes in the Russian educational system in the late XX - early XXI centuries, and the experience of their practical implementation in local self-government bodies. The paper also gives general characteristics of such concepts as system approach, innovation management, social and pedagogical design, program-target and strategic management, performance management, indicative planning, balanced scorecard, social and cultural modernization of education, theory of stakeholders, and adaptive management. The analysis framework is defined by the change in the role of assessment in education as an element of the education management system included in the management decision-making cycle. The study shows a gradual transition from management, based on common requirements and indicators, to adaptive management of education development taking into account the influence of the environment. It proves that in the conditions of globalization and growing uncertainty of the environment, it is necessary to search for new approaches to the assessment of education management, appropriate tools that take into account the factors of environment heterogeneity and their impact on education development.
