Retrospective analysis of the issue of the professional deficiencies in the history of the national social and pedagogical assistance

The article deals with the issues of the professional deficiencies in the establishment and development of the national education. There is underlined the period of the second half of the XIX - the beginning of the XXth centuries when there were the essential qualitative and quantitative changes in the system of the social and pedagogical assistance.
