The article defines the role of Russian governors in the process of forming an extensive concert and educational structures called Russian Musical Society (RMS). Founded in 1859 under the auspices of the representatives of the Small Yard - Grand Duchess Elena Pavlovna - by 1917 it consisted of 56 branches in different regions of the vast Eurasian country. Opening each department RMS usually supported the “host site” - the governor, who had a solid education, noble origins and high social status. All the rulers of the provinces had their artistic passions. In most cases, it was the music. So many of them were members of the local branches of the OWS and took an active part in their activities. All together they are partially implemented the state cultural policy.
