The System of Regulatory Governance of General Education in Russia in the Late 19th – Early 20th Centuries

The article illustrates the consequences of the weakening of the regulatory framework for general education in Russia during the late 19th and early 20th centuries, despite the active legislative efforts of the state authorities and their aim to ensure the proper functioning of domestic education, primarily based on established traditions. The study highlights that the development of these trends was shaped by the overall course of historical development of the Russian education system. New emphasis is placed on the role and position of members of Russian civil society in the development and implementation of the foundational principles of regulatory governance in general education. Attention is drawn to the fact that, during this historical period, the domestic education system faced a serious crisis, caused primarily by the absence of state-society consensus on the key issues concerning the development of schooling in the country.
