The essence of the systemic effect and its characteristics from the standpoint of modern scientific knowledge is analyzed. The mechanism of systemic effects formation is presented. Special attention is paid to the description of macroeconomic, social and innovatory effects appearing in the sphere of education following implementation of the national project of high priority.
