Based on an analysis of key trends in the economical and social development of society, the article substantiates the need to constantly master new knowledge and skills, build up human capital in various ways, sometimes different from traditional education. The key conditions for self development and self education in the context of the digital transformation of society are determined, it becomes perfect skills of a modern person. The question is raised about the contradiction that has arisen between the tasks that the state sets for scientific libraries in the field of intellectual development and scientific education of the population in the conditions of digital transformation and the lack of development of this issue. The essence of the socio pedagogical potential of scientific libraries in the modern world is revealed. The need to identify and organize a special area of activity for scientific libraries is determined, which can activate the intellectual processes of users, motivate them to master scientific and technical knowledge, self development and self education in the conditions of the growing digital transformation of society. A definition of the concept of intellectual development and science popularization activity (abbreviated IDSPA) of a scientific library is given, and promising directions for its development are given. Сonclusions are drawn about the positive results of environmental influence on the processes of self and self development as activators of the social and pedagogical potential of scientific libraries.
