The article presents a sequential analysis of key stages of institutionalization of the export business community, from Ancient Rus to the early 20th century. This approach makes its possible to trace the evolution of state-business interactions and to identify the specific features of their institutional organization. The findings indicate that throughout history, the state and the export-oriented business community have maintained a vertically oriented model of interdependence.
