Socio-cultural factors of reducing the quality of the educational process

The analysis of scientific publications in recent years indicates that there is a developed trend in Russian humanities related to the analysis of the causes and grounds of the crisis of the education system. Within the framework of this article, a consistent analysis of the institutional and cultural factors that determined the decline in the quality of the educational process is carried out. It is proved that the state of the educational system is significantly influenced by dysfunctional processes in related public institutions. The main function of the educational system is related to the implementation of vocational training, however, the peculiarity of higher education is that the formation of professional competence of students is associated with the formation of a common outlook and the upbringing of socially significant personal qualities. This is the moment that determines the relevance of a higher education diploma, even in cases where employment does not take place in the specialty. The socio-cultural grounds for reducing the effectiveness of students' independent work related to the deactualization of the value of knowledge ownership against the background of the spread of the «culture of access» are also revealed.
