The paper clarifies the concept of needs, substantiates their classification from a socio-philosophical point of view. Proceeding from this, the content and characteristics of the formation of needs are revealed in various socio-subjects of consumption (individual, family, collective, stratum, society) that make up a single system of human needs. It is noted that the most stable social relations and, accordingly, needs, are formed in the family, where there is a direct linking of the biological, physiological and intangible needs of individuals, and the initial socio-subject of consumption in the form of a family appears. Based on the needs that evolve and become more complicated in the process of their development (from an individual, through a family, a team and a stratum, to society), the corresponding social values are formed that determine the meaning of people's existence. This raises the question of responsibility in comprehending, shaping and fulfilling the needs of these consumer entities, and there is still no such responsibility in Russia that shows a low level of civic activity of the Russian population.
