Elaboration of methodological tools of process management as improvement condition of organization management efficiency

Process management is used as a management tool for modern organizations to achieve performance indicators of an enterprise and ensure its sustainable development. A variety of methodical techniques and recommendations for the use of process management in organizations is due to the lack of regulatory requirements for its implementation. The standards of the ISO 9000 series reveal the essence of process management, set out the actions necessary for the implementation of the process approach, and formulate brief recommendations regarding the practice of its application. At the same time, the question of developing a methodically sound toolkit containing the stages of applying process management in an organization remains open. Accordingly, the purpose of the article is to identify the methodological problems of the use of process management in the organization and justify the content of the stages of implementation of the process management practice. The views of Russian and foreign researchers in the field of process management are considered, an algorithm is being formed for the phased resolution of the following issues: target orientation of the use of process management; process identification and modeling; compiling a registry of processes; formation of a network (model) of processes; development of indicators for monitoring organization processes and determining their criteria values; the need to develop and apply a generalizing indicator of the organization’s activities in order to conduct a rapid assessment of the state of the organization; clarification of the network of processes and their interaction; making various changes to the process management model. Three stages of the transition to process management are proposed: design, implementation and fulfillment, the substantive part of which represents a sequence of actions that allow the system to implement the proposed measures. The need for elaboration of additional aspects of process management - the design nature of implementation, taking into account the emerging uncertainties and risks in the context of the external and internal factors of the organization has been determined. Along with the proposed methodological approaches to the use of process management, the existence of organizational and economic problems arising from the implementation of process management has been revealed. The solution of these challenges is connected with the improvement of the process management toolkit. Prospects for the study concern further development of theoretical and applied aspects of the process management concept of integrated companies in the conditions of digitalization and informatization of the socio- economic system of management.
