The article reviews the strategic task of educational organizations to improve the higher education quality by means of establishing the institution of the education program manager, designing the basic professional education programs in accordance with the professional standards. The author considers the existing worldwide approaches to estimating the quality of universities’ activities. The research shows the difficulties faced by educational institutions in the process of designing the basic professional education programs. The article provides the experience of the Industrial University of Tyumen in improving the students’ education quality by means of new approaches to management and design of education programs. The author presents the original definition of the institutionalization of the education program manager as the organizational and pedagogical phenomenon that denotes the formalization and regulation of relations within the educational process, the authorization of the education subject for specific functions and making it responsible for the quality of the educational product. The paper describes the approximate model of the head of the basic professional education program as a specialist possessing the qualities of the social and pedagogical designer, the modern manager.
