The Creation of the Moscow Library Institute in the Mirror of Research on the History of Russian Culture and Education

Based on extensive factual material, the article provides an analytical comparison of two approaches to the dating of the founding of the Moscow State Institute of Culture: the first approach dates the founding of the institute to 1930 (G. K. Derman, K. I. Abramov, and others); the second approach, advocated by Yu. N. Stolyarov and his followers, dates the founding of the institute to 1913. Based on the study of the positions of MGIK historians, this article concludes that the Library Institute was established in Moscow on July 10, 1930. The opening of the country’s first specialized library university is due to the factors of the country’s library policy, in accordance with which the People’s Commissariat of Education of the RSFSR decided to open an independent Library Institute in Moscow. Representatives of the People’s Commissariat of Education and Science, as well as the Library, actively participated in the organization of the university. It is emphasized that the Library Institute in Moscow was opened as an independent university of the People’s Commissariat of Education of the RSFSR. The author identifies three periods in the history of the Moscow State Institute of Culture: the first is the period of prehistory (1913–1930), which includes the pre–revolutionary experience of personnel training, including at the library courses of the A. L. Shanyavsky National University, and then on the basis of the GBL; the second is the period of institutionalization and the formation of a single-industry university (1930–1964) – which It is marked by its opening on the basis of the Order of the Council of People’s Commissars in 1930 as a single-profile in the system of pedagogical universities of the People’s Commissariat of Education of the RSFSR and the beginning of the Library Institute; The third period of the Institute’s development (from 1964 to the present) is associated with the formation of a scientific and educational base and the transition from a monoprofile, library-based education to the training of personnel in a wide range of cultural, educational, and artistic fields that contribute to the university’s status.
