Methods and types of evaluating effectiveness of public authorities

The existing Russian practices in the field of assessing the effectiveness of public authorities are examined, and attention is focused on expanding the potential capabilities of some independent assessment tools. It is noted that in the Russian Federation the effectiveness of public authorities and its institutions has been assessed relatively recently and not at all levels. Currently, the following are being assessed: the activities of senior officials of the constituent entities of the Russian Federation and local governments, the results and quality of the provision of public services, the activities of social organizations. However, questions arise about achieving the ultimate goal of this activity, about how the introduced criteria and indicators reflect the influence of public authority on the state of public life. Within the framework of the identified issues, the article examines domestic and some foreign practices in the field of assessing the effectiveness of public authorities, analyzes their features, and focuses on expanding the potential of public and expert assessment. As a result of the study, it was established that with the existing legal regulation for assessing the effectiveness of public authorities in the Russian Federation, an integrated methodological approach is not provided, which in turn leads to the lack of a real assessment of their impact on social development. The use of an integrated approach in assessing government-public activities, based on a combination of centralized and independent assessment, will allow us to form a true picture of the achievement of social goals and objectives of the state by public authorities. At the same time, a comprehensive assessment should first of all cover socially significant areas of state activity related to the implementation of national projects, the provision of public services, social security, medical care, pension insurance, etc.
