Comparative analysis of the scientific interaction potential for pedagogical HEIS and educational development institutes in the context of the formation of regional scientific and educational clusters

The paper presents the results of the potential assessment of scientific (scientific-methodological) interaction between pedagogical HEIs and Educational Development Institutes (EDI) in the context of scientific-educational clusters. An analysis of websites information content of pedagogical HEIs and EDIs in four regions (Udmurt Republic, Republic of Dagestan, Krasnoyarsk region, Volgograd region) in the context of their scientific (scientific-methodological) interaction according to several criteria including: common goal and planning of joint scientific (scientific-methodological) activity, legal basis, forms of cooperation, mechanisms of interaction management was carried out. The results of the study indicate that the official resources of educational institutions do not reflect a unified, comprehensive approach to both the organization of scientific (scientific-methodological) cooperation and its informational component, and that the existing interaction is predominantly intuitive in nature. The necessity to develop a regional model of scientific (scientific-methodological) interaction, cooperation and collaboration of pedagogical HEIs and educational development institutes, which will contribute to improving the quality of teacher training through the mutual use of resources of educational organizations and will ensure the achievement of continuous teacher education, has been noted.
