Establishment and development of phonological competence in the context of the development of the methodological science

The article deals with the description of the establishment of the national teaching methods as a science. There are analysed the historical periods of the development of the teaching methods of foreign language in the sphere of practical phonetics and the activity of the scientists-specialists in teaching methods of the XIX-XXth centuries, the national methodological science of teaching practical phonetics is based on their principles. The analysis of the historical periods of the development of teaching methods and basic methodological ideas of the scientists-specialists in teaching methods will allow to avoid the unreasonable renewal and usage of the rejected before methodological approaches and directions.
