The article defines and justifies strategic objective and key area of the modern higher education. As such the author considers the competence-based development of higher school students as a subject of general cultural and professional activities. The implementation of the competence-based development in the integral scientific and educational space of the university will contribute to the students' formation as creators of their own and social life, personal and social progress, and on this basis overcoming the crisis.
