Strategic planning of human resources and costs

In the context of digital transformation and highly volatile markets, personnel is becoming a strategic asset, and planning of personnel numbers and costs is a key tool for ensuring financial stability and competitiveness. This article provides a theoretical justification for the need to transition from reactive to proactive, economically sound planning systems in industrial enterprises. Based on an analysis of the evolution of human resource management, the methodology for calculating personnel needs, and modern trends in cost management, the hypothesis is substantiated that the implementation of a medium-term forecasting system combined with flexible employment models will optimize costs and improve the reliability of production program execution.
