The article discusses current approaches to develop strategy of the Institution of Higher Education in terms of system reformation of vocational education through the innovative clusters development. Innovative clusters formation creates new de mands on the education process organization and competence of graduates. There fore it is necessary to form a new vision of learning process in terms of innovation clusters creation and the role of Institutions in the innovation cluster development.
