The topic of the article is related to the formation of an innovation management strategy for a tourism enterprise. It is established that the implementation of the research results into theory and practice will contribute to the effective reform of the management system of tourism enterprises. It is determined that the methodology of forming the strategy of innovative activity of tourism enterprises, which is based on a combination of systemic and situational approaches, allows us to reasonably predict the development of innovative activity from a scientific point of view. An analysis of the current mechanism of innovation management of tourism enterprises led to the conclusion that the main reason for the low activity of innovation activities is the lack of existing mechanisms for implementing innovation management strategies at all levels. In addition, there is the lack of consideration of the main property of a tourism enterprise - the interests of an employee who is an integral component of innovation management and is directly involved in the formation and development of these processes. This paper proposes a new approach to assessing the effectiveness of an innovation management strategy. The approach considers both quantitative and qualitative aspects and distinguishes between the internal and external efficiency of a tourism enterprise.
