A modern fine arts teacher must possess not only a set of science-based knowledge required for his/her professional teaching activity but also a high spiritual, general cultural, moral and aesthetic potential. In this regard, the ethnic and artistic culture as an element of the teaching culture of the future fine arts teacher becomes increasingly important, the functions of education enriched with the functions of cultural succession and cultural creation radically change. The authors analyze the process of training students of the college of education, determine and describe its components: artistic, ethnocultural, ethnic and artistic education. The research examines the methodological approaches to developing the ethnic and artistic culture and identifies the educational arrangements for the implementation of this process. The authors conclude that it is necessary to develop the ethnic and artistic culture of the fine arts teacher in the multicultural academic environment of the college of education.
