The article presents some results of a study of theoretical and methodological bases of cultural policies adopted in the countries of liberal democracy. In historical perspective in an article the characteristic of the practice of cultural policy in Russia. The analysis of the theoretical foundations of the cultural policy of modern Russia. This topic is related to issues with the logical and psychological behavioral system of political management of society, ie, ideology. It is actualized in many countries, as the interfaces in domestic policy with questions of mass migration, a problem of management of cultural diversity at the state level, and is interpreted as "difficult to resolve". It can be concluded that in liberal democracies problematize questions are routine for the Soviet "state national" policy. In general, the practice of the life of multicultural countries shows that rely only general, universal principles of mutual tolerance constructive, they must be supplemented by regionally-specific technologies and methods of influence. The basis of cultural policy should be systematic, long-term, based on a certain time-tested theoretical positions, not only on time directives, charters, appeals, appeals, non-binding.
