The article describes the basic problems and development prospects of universal educational actions. The author examines the forms and means of their development, theoretical approaches to program designing. The paper focuses on creation of the universal educational actions in the course of history teaching, since one of the subject study results is the ability to apply the conceptual apparatus of historical knowledge and the techniques of historical analysis in order to reveal the essence and meaning of events of the past and present, as well as the ability to learn and systematize the information from a variety of historical and contemporary sources revealing its cognitive value.
