With the development of public diplomacy, education, as one of the instruments of "soft power", has been assigned a key role in building effective international relations and establishing intercultural dialogue. Strengthening the instrumental approach to public diplomacy and the growth of a policy-forming factor in the formation of national educational policy secure education an important place in the foreign policy of the state, turning it into an effective tool for expanding influence at the global level, promoting specific social, cultural and political values. Countries that hold leading positions in the export market for educational services use a variety of conceptual approaches to create a positive image. At the same time, globalization and the development of academic mobility within the framework of the internationalization of education are changing the modern understanding of education value: traditional high goals are replaced by market rationality, both on the part of universities and on the part of foreign students. Another trend is the use of tools of cultural influence to protect one’s own cultural security. As a result, the struggle between the dominant exporters of education, who are also world leaders influencing global politics and economy, has led to the shift of education as an instrument of "soft power" into the category of an instrument of pressure and coercion. While implementing restriction on access to their education, the United States and Western European countries stick to a policy of double standards in the struggle for cultural influence thus securing the right to cultural influence for some countries and denies cultural security to others.
