The article analyzes the need for an innovative approach to the selection of management tools for the adaptation of service enterprises to the conditions of market instability. The organizational processes taking place in the market of transport and logistics services are considered, the concept of a transport and logistics complex is introduced and the use of outsourcing as the most promising tool for improving the quality of services from the point of view of achieving a high level of competitiveness is proposed.
