Labor force quality management within the continuous education concept framework

Developing of innovative economy is the only alternative for preserving the Russian Federation national security at the stage of world economic system transition from the fifth to the sixth technological order. In the postindustrial information society the competitiveness of the national economy is determined by the state of high technology. The progressiveness of high technologies depends on the “quality of labor” concept and its characteristics. The importance of the continuous education system among the factors affecting workforce quality indicators is unconditional. Ensuring a sustainable professional and inter-professional competitiveness of an individual involves building a continuous educational trajectory for adapting to constantly changing qualification requirements and the society. Today the workforce quality is determined by the individual adaptive and communicative abilities and by the ability to process the large amount of information, to receive and create knowledge. The article deals with the problems of labor quality in the context of professional and continuous education systems. The information society peculiarities are revealed; their impact on the requirements for the “information” workers qualification were considered. The features of the concept “quality of labor” as the interaction of two main factors: the society`s educational potential and the society`s intellectual potential were considered. The main destabilizing factors of the Russian education system and the elements of the continuous education concept were systematized. Statistical analysis of the population` participation in continuous education were conducted. The reasons for the existing downtrend were refined.
