Transition to Industry 4.0 and massive use of cyberphysical systems to meet human needs transform the usual economic space. Artificial Intelligence Systems and Internet of Things, cybernetic approach to business management are the strategic success determinants. The system of personnel competitiveness management includes methods of influencing the organization's employees in order to ensure the maximum correspondence between their psychological characteristics, values and the organization's goals. The optimal labor management in the new digital economy is machine learning. The article considers conceptual apparatus on labor relations, analyzes development of the theory of labor resource management and changes in the importance of economic resources and capital within the framework of four industrial revolutions, defines components of personnel competitiveness in the digital economy; researches transformation of the labor market, the features of personnel management in the digital economy, and develops a system of personnel competitiveness management in the digital economy, based on the use of machine learning.
