The change of socioeconomic conditions of functioning of educational institutions makes managerial designing to be one of perspective mechanisms of improvement of education management. The article presents the results of managerial designing in education. The suggested approach to management of teachers' professional competence development is effective, since the balanced scorecard is developed with personal participation of each teacher, and consequently the objectives declared in the school development strategy are achieved.
