In the federal state educational standard of the Russian system of higher professional education ways of providing quality assurance of training of the bachelor in a higher education institution are defined. Among the designated are monitoring and development of "objective assessment procedures of level of knowledge and abilities, trained competences of graduates". Now a set of systems of estimation of level of professional competence of the bachelor is being developed, however, the majority of them are directed at identification of formation of only knowledge and activity components of professional competences, which is not enough for assessment of competence-based results. The model of diagnostics of professional competences of the bachelor (Primary education profile) developed by us, in particular, of the special competences necessary for implementation of the federal state educational standard of primary general education, includes not only skills, but also mental sets, personal qualities of the trained. The article is devoted to the problem of formation of criteria assessment of results of acquisition of the main educational program of higher education by the trained. The author offers level estimation of the special competences of the bachelor necessary for implementation of the federal state educational standard of primary general education. As criteria of formation of the designated special competences components of competences are suggested, among which are knowledge, abilities, mental sets, personal qualities. For each criteria qualitative characteristics of levels are given.
