Autori analiziraju najnovije trendove restrukturiranja u javnoj upravi koji se fokusiraju na fleksibilnije oblike radnog odnosa. U tom procesu naglasak se stavlja na produktivnost i učinkovitost javnih službenika koji se treba prilagoditi današnjem vremenu globalizacije i ekonomskog razvoja te zahtjevnom i dinamičnom tržištu rada. Reforme općih uprava u Europi provode se već dugo vremena. Međutim, iako su se države članice odlučile za sličan tip reformi javnog sektora ipak postoje različiti smjerovi reformi zbog različitih povijesnih i administrativnih tradicija. Autori u ovom radu koristeći se komparativnom metodom ukazuju na različite tipove reformi koje se odnose na radnopravni status u javnoj upravi. Osim toga, autori ukazuju i na pitanje: kako postići ravnotežu između kratkoročnih i dugoročnih rješenja u javnoj upravi kod uloge poslodavaca i uloge menadžera? Posebna pozornost posvećena je primjeni pristupa flexicurityja na opću upravu. Upravo ovaj model (fleksigurnosti) pokazao je da je kompromis između fleksibilizacije i sigurnosti radnog odnosa moguć. Stoga, ovaj rad izlaže bit modela fleksigurnosti kako je shvaćen u Europi, te osnovna načela kojih se treba držati pri njegovom uvođenju na nacionalna tržišta rada.

The influence of the flexibility model on the working: Legal status in the public administration: Comparative
The article analyses recent trends in restructuring public administrations which focus on more flexible forms of employment. Within the process, stress is placed on the productivity and efficiency of civil service employees, who need to adapt to modern globalization trends and economic growth, as well as to a more demanding and dynamic labour market. Public administration reforms in Europe have been implemented for a significant period of time now. However, even though all Member States have decided on a similar model of public administration reform, there are still various differences which are due to different historical and administrative backgrounds. In order to indicate the various types of reforms in public administrations, the authors use a comparative method. The authors also pose the question: how to achieve a balance between short-term and long-term solutions when it comes to the roles of employer and top manager? Special attention is given to the application of the flexicurity approach in public administration. The flexicurity model has proved that a compromise between flexibility and security is more than possible. Therefore, this article deals with the essence of the flexicurity model as it is understood in Europe, as well as with the basic principles which need to be followed when it is applied on national labour markets.
